To end discrimination based on race, color, religion, sex, or national origin in hiring, promotion, firing, wages, testing, training, apprenticeship, and all other conditions of employment and to promote voluntary action in programs by employers, unions, and community organizations to make equal employment opportunity an actuality. Assistance and Services for the Unemployed - To provide a permanent income for those workers disabled due to a job related illness or injury; to provide a temporary income for those unemployed due to a reduction in the work force; and to provide temporary Public service jobs, and technical assistance and services to States and localities with a high unemployment rate.
